Air strike should only be done with good ground intelligence on where the strategic assets of ISIS daesh is.

Local Ground troops who are highly motivated to defeat ISIS daesh will be needed to rout ISIS daesh on the ground and hold ground after defeating ISIS daesh.

The best military strategy to defeat ISIS daesh is to :-

Cut off the supply lines to ISIS daesh - such as recruits, finance, cash, oil, ammo, weapons, water, food, electricity, medicine etc.

If cutting off supply can be effectively implemented ---- the fight will be over within 1 month.
Can ISIS daesh go without food, water, can ISIS daesh fight without ammo and weapons and without recruits? Can ISIS daesh injured from the fight - last without medicine?

The most important fight - is to identify all the supply lines - and cut it, choke it, and dry it up ---- and the fight will be over very quickly ------ where casualties from both sides will be minimised.
