ISIS daesh need crisis, conflict and war to stay relevant.
ISIS daesh is losing more and more ground in Iraq and Syria - and not too long they will be defeated and will lose its caliphate territory.
ISIS daesh will need another sanctuary place - so that they can carry on their legacy.
Thus the strategy to squeeze them left, right centre - is to :-
(1) keep up the military pressure in Syria and Iraq - with SOF targetting all the ISIS daesh assets with airstrike, local forces to tighten the noose and take over more and more of ISIS daesh caliphate territory.
(2) cut all supply lines of ISIS daesh - eg. money, finance, oil revenue, manpower, reinforcement, food, water, logistics, ammo, weapons, medicine, Internet, IT comms, social media etc ---- & force them to surrender unconditionally.
ISIS daesh have no choice but to venture into Afghanistan from Syria and Iraq to escape the noose.
Now, they will have to snatch territory from Taliban or Afghanistan to keep its caliphate afloat - because their territories in Syria and Iraq will be captured back and they will have to retreat with shrinking territories.
ISIS daesh have no choice but to coax lone wolf overseas to strike and now try to go to Afghanistan - all this are sign of desperation.

Thus the strategy is to :-
(1) Afghanistan has larger US military presence. US military should work closely with Afghanistan troops to secure its territory and not let ISIS daesh snatch any territory from Afghanistan forces.
Should use the same strategy with SOF to target ISIS daesh troop concentration - with precision airstrikes and drone strike - to prevent ISIS daesh from crossing Afghanistan border and establishing presence in Afghanistan territory.
(2) If ISIS is snatching territory from Taliban, let Taliban combat the ISIS daesh to weaken ISIS daesh. Once ISIS daesh is weaken, airstrike them to neutralise the ISIS daesh.
