    For commercial launch of satellite, there will always be a business case.
    If no business case, why would anyone want to launch an expensive project?

    Business case means that it is financially justifiable sponsored by business in terms of investment or customer demand.

    The earth observation satellite could be used to monitor weather, climate changes, haze, atmospheric changes, map making (due to fast changes in city landscapes) etc. - and how the changes in weather pattern affect many things - eg. solar driven energy, haze, weather pattern affecting air travel, shipping etc.

    Other satellites maybe used for research and train new graduates in space technology.

    Some satellites maybe used for communication like transmitting internet, voice, data, images.

    Some satellites maybe used for navigation - such as GPS to guide driverless car, to guide car drivers. ship, planes etc to navigate from point A to point B. to help in topo, to pinpoint location for location-based system etc.

    Just hope that the launch is successful and all the satellites are properly insured - then there will be no waste of money.

    All the above mentioned satellites - will have a ROI (return on investment) - eg. communication satellite can level charges for internet subscribers, Telcos, ISPs, companies that need to data and voice transmission for remote offices.

    Map making companies, weather forecaster, air industry, shipping industry etc will subscribe to data from earth observation satellite.

    Navigation satellites are used by military, commercial, enforcement, public etc - for navigation.

    Why no business case?

    Barrier to entry in space technology is high - ie. competition is less crowded - because the capital investment is high, technology curve is steep - as it required highly skilled space scientist, comms engineer; need corporate marketers to market products and business to large Corporations to subscribe the services etc.

    Looking for a space launcher - is simply business driven ---- "cost effective" ===== ie. the lowest cost that can deliver the result (based on track record).
