There is always Universal Law of Karma.

If legal law did not administer justice, Heavenly law will take over.
If Heavenly law is not adequate (due to inability to compute karma in infinity of Universe), Universal Law of Karma will take over.
No one is above the Universal Law of Karma.
Justice will finally be equitably administered.

It is not true that one pray 5 times a day - every sin is forgiven - under the Universal Law of Karma. If not everyone can commit heinous sin - then pray and you will be forgiven.
For a simple truth, if one commit a murder - guarantee if you get caught, you will be hanged by the law ---- no matter how hard you pray.
"You reap what you sow" - this is the Universal Law of Karma.
If law cannot catch up with the sinner, Heavenly law will administer justice.
If heavenly law did not adequately administer justice, Universal Law of Karma will deliver the final justice equitably - no more, no less.
