Cisco wins U.S. patent dispute over wifi technology

Thought that the IEEE802.11h TPC, DFS is an industry IEEE standard - meant to spread the wifi radio signal to provide the relevant coverage for multiple Access Points (AP) to cover a large area. If it is an industry standard, just wonder how does patent come into picture when all technology vendors are expected to conform to the industry standard.
 

TPC - refer to the Transmit Power Control - whereby if the AP detected wifi signal from another AP, it will reduce its power so that the radio signal will not interfere with that AP of the same wifi network - so the wifi user can associate and authenticate with that AP.
 

DFS - refer to Dynamic Frequency Selection - whereby if an AP pick up a signal of another AP of the same wifi network of the same frequency channel, it will dynamically seclect another frequency channel - so that it will not conflict and interfere with the frequency of the other AP - and cause users authenticate and associate with both APs to get drop.
 

Moreover, current WLAN technology for enterprise are mainly thin APs control and manage by WLAN controller at the back end - to help provisioning of APs to spread out the AP coverage through overlapping radio channel, AP signal strength for coverage etc.
 
This is already a standard WLAN deployment - for most if not all WLAN vendor offerings.
