The Government has launched the Online Safety Commission (OSC) to strengthen support for victims of online harms under the new Online Safety (Relief and Accountability) Act.

The Ministry of Digital Development and Information and Ministry of Law announced that:

(1) victims of online harassment, doxxing, online stalking, intimate image abuse and image-based child abuse can report cases to the OSC for assistance from 29 June;

(2) the OSC can direct individuals, administrators and online platforms to remove or restrict harmful content, with additional obligations placed on major online platforms to respond within specified timeframes; and

(3) the new law also introduces legal avenues for victims to seek civil remedies, alongside support services such as counselling and guidance through community partners.

For Singaporeans, these measures aim to provide quicker access to help, strengthen protection against online harms, and promote a safer online environment.

1. I feel that the setup of Online Safety Commission to provide quick and simplified access for victims to seek relief and remove harm from online is very timely.


2. Victims subject to online harassment and harrm previously can only report their case to Police - in which its outfit is more towards addressing physical crimes and hence less focus on immediate attention to online harm.


3. The OSC instead focus solely on addressing online harm - and quick resolution will greatly relief and reduce victims exposure to online harm that can spread very quickly online.

4. Making individuals that post harmful content to remove them and administrators/online platform to remove them within a specified timeframes - will limit harm and provide quick relief rather than let it linger, fester and propagate.

Else previously, such quick relief is not available without dedicated attention - and harm could have been done and manifested - that will mentally harm victims. Recourse could have come too late.

5. OSC in addition to providing legal avenues, counselling and guidance through community partners - will have close the loop nicely to help the victims.

Hence online predators will have think twice and thrice for being reckless - without getting away thinking that they can hide behind keyboard as keyboard warriors propagating harms with impunity.

Online predators will have to be careful in what they do online like in physical presence - to behave appropriately whether in online or in person.

1. However, I feel that OSC will be effective in dealing with online predators that live in Singapore.


2. Online predators overseas - will be more difficult to deal with - unless OSC can trace and pinpoint the online predators precisely and elicit overseas authorities help to take actions against the overseas predators.


Depending on jurisdictions of each Countries - the success rate will be much lower because :-

a. Overseas online predators could have hide behind arrays of security devices like firewall, proxies, VPN etc - that make tracking, tracing and pinpointing the predators difficult if not impossible without the help of foreign authorities.


b. Overseas authorities may have a different measurement of online harm - and may not cooperate to nab the overseas online predators.


c. Overseas authorities may not have the resources or willingness to track the overseas online predators

3. Under such circumstances, OSC informing administrators and online platforms to remove harmful content - is a more effective ways of reducing harms to online victims.

But seeking legal recourse or nabbing the overseas online predators will be very slim.

1. Also notice that OSC roles so far are focus in addressing individual harms.


2. However, I realise there are AI created online videos created by foreign (could be individuals or foreign entities) - to negatively paint Singapore's politics, economics, social, people etc in a bad light. I notice this in TIkTok particularly from Mandarin speaking ones.


3. Some videos are more malicious such as attempt to divide our Society by dwelling in our racial composition, painting our minority race in a bad light - attempting to interfere how we run our society and how we govern. In particular, they try to exploit our faultline and some of our people's unhappiness about foreign presence amidst us.


4. Some of these AI created online videos also attack our leaders or policies that are not similar or contradict theirs.

In the digital world, harassers might not know the full info of the victims, and might bait the victims to fall for tricks. 

For example, a victim under a pseudonym might get a DMCA takedown on youtube because a group of harassers exploit the system to report the victim. But to dispute the DMCA claim, the victim has give the whole personal information like full name and address.

Such AI created misinformation about our governance, policies and society that are created overseas - look like is difficult to block.

Only way is to put up rebuttals or create our own videos to point out the misinformation to inform our domestic as well as overseas audience.

I think this will be more effective in tackling such malicious overseas AI created videos to unsettled us or misinform foreigners.

Sea routes have traditionally been viewed as avenues for trade and shipping. Since then, critical waterways have gone beyond being just an avenue for trade, with the world increasingly connected through undersea cables for data and energy.
Speaking at the Middle East Institute's annual conference on 23 June, Defence Minister Chan Chun Sing said that the universal legal framework that governs sea routes should be updated to account for the added functions of waterways today.

📌 Sea routes support more than trade
Minister Chan noted that UNCLOS was conceived in the 1970s, when the focus was on keeping trade flowing and ensuring fishing and mining rights were fairly accounted for. 
Minister Chan said, "The critical waterways in the world today don't just carry trade, they also carry electrons and data", pointing to the growing importance of undersea cables that carry digital communications and electricity.
📌International rules and changing uses
Singapore has been gathering like-minded countries to think about the issue of changing waterway functions. Singapore started the Guiding Principles for Underwater Infrastructure Defence Exchanges (GUIDE), which was launched on 30 May and involves 17 countries. 
Minister Chan added, “Today, any attack on one part of the (critical underwater) infrastructure is an attack on the network", giving all countries "a shared and common interest to work together to deter and to prevent such things from happening."

It's becoming like 17th century with privateers. Mercenaries 'hired' by countries to make mischief, but countries would disallow them if things went wrong.
E.g. shadow fleets used to skirt trading rules, 'accidental' damage to undersea cables and pipes

The very same patrol could turn a blind eye to damage if it aligns with their national interest, who's the largest beneficiary of destruction of the north stream pipeline.

1. Maritime sea routes are our trade lifeline - whereby goods are transported from Countries to Countries. 
Singapore sit at the vital waterways in Singapore Straits, Straits of Malacca and South China Sea - in which our ports benefits from the global trade via maritime routes.
Hence UNCLOS rules to govern maritime routes are very vital to our trade and prosperity.

2. But with the advent of Internet, comes the Digital Economy - whereby phenomenal eCommerce and transactions are performed over the Internet.
Digital Trade like maritime trade become increasingly important -  as Digital Trade further expand our reach of goods and service trading crossing boundaries virtually.
The growing digital trade - will in turn translate into more maritime trade - to deliver goods that are committed by digital means.
Hence, submarine cables and fibres that are laid in the ocean and sea bed - that connect up the World Countries to enable Internet and digital transaction - will be as important as maritime trade routes and need to be protected.
UNCLOS evidently are not updating this missing piece - the digital trade enabler through sea bed.
It is thus imperative for UN to include submarine cables and fibers into UNCLOS rules for protection - as geopolitical conflicts are increaingly weaponising by blocking maritime routes and cutting of submarine cables and fibres - as part of their battle strategy.
In so doing, the whole world commerce - maritime trade and digital trade - are disrupted - and impact everyone as collateral damages - even though the majority are not part of the conflicting parties.

3. Similarly, regional energy grid through sea bed connection power cables - that connect many countries together to share and sell power - either by solar, wind, geothermal, hydroelectricity, nuclear, gas pipelines etc - are also threatened when conflicting parties cut energy grid power cables - to sever power to conflicting parties - but in doing so - innocent Countries, not part of the conflict suffer collateral damages and damage their economy..
Hence, UNCLOS must also update energy grid power cable protection - together with maritime trade and submarine cables - as part of global trade enabler.

[24/6/2026 3:42 pm] Adam: It appears extremely difficult to get a consensus on what to do worldwide. And even with an agreement and standards, as we can see, a rogue nation or a superpower can just ignore it all

[24/6/2026 3:45 pm] Adam: It can potentially be the benchmark to have further areas draft the policy of what happens at their waters, so global trade can be more stable.

1. The current global geopolitical situations - is the ugliest we have seen with many decades of relatively global orders - in which UN steer by Global SuperPowers have maintain some amount of decency in conforming to International rules and orders that have enable the World to trade, do business and invest - have recently come under stress - whereby some SuperPowers with the emergence of far-right leaders increasingly disregard international orders and impose their own terms - anchor on "might is right".

2. But does it means that the World should crumble and give in to such disorder?

3. My response is we should always - "Do Good. Refrain from Evil" - as our Guiding Principle - no matter how dark the Global phenomenon has turn into because of One Simple Principle.
Karma will always be "Just and Right".
邪不胜正。物极必反 (Evil will never overcast Good for very long).
Karma will eventually catch up.

4.  "Do Good. Refrain from Evil" - means always do things that "Benefit Self", "Benefit Others" = "Mutual Benefits" with the goals to "Win-Win outcome".
Only then, the whole World will stand by our side and implement what is good and dump what is evil, what is bad for the Global Order.

5. That is, we must always be a "Lamp upon the World of darkness".

6. Only then we can stand tall, and nudge the World on the right side of the karma - even though we are small.

7. World are make up of humans with conscience.
Deep in their hearts, they know what is right and what is wrong.
We must always do right and refrain from wrong.

Free waters makes the strong stronger as they have the knowhow and capital to utilise it fully. This can be seen with overfishing benefitting big corps at the expense of small fishermen. In china staking their maritime claims with force.
[24/6/2026 4:16 pm] Adam: To have a chance at cooperation, we have to get less developed countries to have a stake in keeping the waters free.
[24/6/2026 4:18 pm] Adam: It has to be framed and emphasised that free waters benefit all. Otherwise singapore will be pictured as self serving and will have a bit more difficulty gaining support internationally
[24/6/2026 4:28 pm] Adam: Economically, the effect singapore, and the waters that flows around it has on the world might not be so obvious. Perhaps we need to have an environment where the value of singapore and its waters is valuable to its neighbours too.
Free waters should not be merely accepted. It needs everyone to willingly come to its defense too when under threat. If there is no incentive for other countries to follow conventions, we probably will have more countries transgressing it in the future.

That being said, I agree that we need to get cooperation from multiple nations to guard waters, but there's only so much we can do. If we start with ASEAN, then what rights would we have to police the waters outside of ASEAN?
As much as we would like cooperation, you can only lead a horse to water but you can't make it drink.

1. In Foreign Affairs, under the art of diplomacy, there is no need to go head-to-head clash - when right & wrong meet head-on.

2. We can emphasize what is right and what is wrong under the purview of adopting a Principle stand.

3. But without breaking diplomatic relationship - because we focus on the issue and not against the Country.

4. In areas we disagree as matter of principles, we do so respectfully making our reasoning clear.

5. But we can cooperate and collaborate with other issues that both can agreed upon.

"Friends with All.
Enemies with None.
Forge mutual benefits with win-win outcomes".

4. In other words, this opposition MP suggestion - will have make our SAF less effective in ensuring a effective fighting force with less effective weapons, less budget for training, reduce training hours, maintain weapons to become operational, less flying hours etc to defend our Countries.

It pose an existential threat to Singapore.

5. As MP, does he have strategic depth when making suggestion in Parliament - without resorting to populist policy just to woo votes - but pose a great threat to the Country?

6. If sick, see doctors (MO - Medical Officers) are free.

7. Half of the expenses are taken care off by the SAF - hence cannot justify the needs for a minimum wages of $1,800 a month.

Workers outside don't have such special privileges, perks and services - that will have easily cover more than half of the $1,800 if a worker with minimum is on their own.

Funding – how and where to get the money to buy out all the public shares in the Singapore Stock Exchange eg. Singtel, PSA Corp, NCS, ST Engineering, Keppel Corp, Smrt , Comfort Delgro, DBS, Sembcorp, SIA, SIA Engineering, Scoots etc ?

a. Liquidate half of Temasek Holdings GLCs' assets to pay shareholders holding all these GLCs shares and delist from the Singapore Stock Exchange (about $200 billion). What will be the implications:-

SES (Singapore Stock Exchange) portfolio diminished drastically – and can no longer function as a stock exchange as the market capitalisation heavily front by GLCs. SES paralysed and could become dysfunctional as the remaining shares are SMEs or smaller values in capitalisation.

Temasek Holdings' asset values as Sovereign Fund cut by half – and the NIRC and the profit earned will be greatly reduced. Hence the half of NIRC contributing to the fiscal budget will be greatly reduced – means more taxes in the form of GST, personal income tax, corporate tax etc will be needed. We as a taxpayer will have to pay more taxes – don't know how many percentage more taxes that we need to pay to make up for the lost government revenue earned from the NIRC.

If financing the Nationalisation of all the GLCs are not to be funded by the liquidation of Temasek Holdings, then Government will have to make use of taxpayers money to “Nationalise” the GLCs – assume Government need to collect additional $200 billion more taxes to do that. Now with GST, personal income tax, corporate tax, NIRC, other taxes – we collect about $100 billion to finance our yearly government spendings. To finance another $200 billion to “nationalise” the GLCs, taxpayers got to pay 200% more in terms of GST, personal income tax, corporate tax, NIRC, other taxes etc for the government to collect $200 billion more --- are taxpayers willing to pay 200% more taxes? Not to mention getting CDC vouchers, GST vouchers etc ---- taxpayers will have to pay much more taxes to “Nationalise the public goods and services” with no more CDC or GST vouchers.

c. The impact to our structure of our Economy and GDP is huge – we immediately drop from a very rich country to become a 3rd world country – from 2025 back to 1990s or 1970s – this is the impact of mismanaging our Economy if WP and the oppositions play their cards to push for Nationalisation of our public goods and services.

d. In addition, all our GLCs without subjecting to market forces and market competition will fall into inefficiency – because it cannot benchmark to market competitive pricing – as these State-Run Enterprises (SOEs) will keep putting out their hands to the Government for funds year after year. How do the various Ministers determine if the funds requested by the SOEs are reasonable if there are no market competition and benchmark? Where do the Ministers get the fund from short of taxing taxpayers to pay them?

e. GLCs if nationalise cannot tender and compete for business in overseas market – whereby currently, most if not all our GLCs gain very huge revenue and profits from overseas business because Singapore domestic market is very small unlike overseas world market - then we are losing billions and billions of $ in foreign earnings.

@Babe:Opposition parties, such as The Workers' Party (WP), have called for greater transparency from GIC, particularly regarding its total assets, performance figures, and the specific valuation of its unlisted assets, arguing that Singapore's sovereign wealth funds are falling short of transparency standards compared to other nations and that the lack of detail raises questions. While GIC discloses its policy portfolio and some performance data, the WP and others have specifically requested more detailed public disclosure of its total assets, arguing it does not share annual performance figures and that hiding performance figures is not sensible, according to The Workers’ Party.

1. I take very strong stand against WP in Parliament and some opposition parties position to force our Government to be transparent and reveal GIC financial statement.

2. We need to keep our financial positions secret and not to reveal to the outside world because there will be crocodile out there in the world that can launch speculative attacks on Singapore finances, lead our nation wealth to plummet, including yours and mine (denominated in S$) or even bankrupt our reserves.

3. Because our sovereign reserves is to protect Singapore wealth, you and my wealth - not to subject to speculative attack by any hostile foreign actors.

4. Hence WP position and some opposition parties position in revealing our reserves and GIC assets - are in fact harming Singapore, as well as your wealth and my wealth.

5. WP and the opposition parties are assisting hostile state actors to attack us by pressing our government to reveal our financial reserves leaving us vulnerable to financial attack.

6. We must not be gullible and fool by WP that will harm all of us.

7. Imagine your wealth and my wealth suddenly cut by 1/2 in values after hostile actors successfully launch a financial attack on us aided by our oppositions and hostile actors earn 1/2 of our wealth thanks to our oppositions?

1. How George Soro speculative attack destroy UK, Mexico, some ASEAN countries financial system and economies.

2. Assume US $1 = UK $1 pound for easy illustration and understanding.

3. Through future trading, assume Soro come into UK market to buy or borrow UK 50 billion pounds. (Note:- Soro taking significant position can influence market trends).

4. UK pound exchange rate value increase and US $ fall as UK in short supply in UK financial market.

5. Soro buy US $ of $60 billion using UK $50 billion pounds as UK pounds is stronger than US $.

6. US $ in UK market in short supply. But US $ as global reserve is needed to make payment for trade.

7. Hence UK business and banks will chase up US $ by buying at higher prices using UK pounds. Leading US $ to strengthen against UK pound.

8. Because Soro significant position suck up significant US $ in the UK financial market leading to short supply, UK Central Bank (Bank of England) will have to release US $ in its reserve to stabilise the exchange rate between UK pound and US$.

9. But as Soro significant position knowing how much Bank of England US reserve is  could draw down the CB US reserves beyond what it have to stabilise the exchange rate.

10. Assume CB only have US $30 billion, UK are still short of US $30 billion to support the payment of trade needed by UK business and banks.

11. So in order for UK economy to service the trade payment, CB have to devalue the UK pound to buy US$ assume UK $2 to US$1.

12. Soro is waiting for this opportunity to earn a big buck and raid UK Bank of England reserves.

13. Soro only needs to use US$25 billion to pay back UK $50 billion pounds as the exchange rate now is 1 : 2.

14. Soro earn US $60 billion - US $25 billion = US $35 billion with virtually 0 or minimal capital.

15. Whereas UK wealth plummet by 1/2 as it devalue its UK pound from 1:1 to 2:1 against the US$.

16. How does HK through the backing of China reserves stop Soro speculative attack against one country after another for his personal gain - and lead to the bankruptcy of Soro Long Term Capital Management Fund?

17. Soro launch a similar ploy on HK financial markets again through future trading.

@Babe:18. But HK through the backing of China are ready for it.

20. Soro target HK equity and currency exchange through future trading leading turbulence selling of HK shares and currency.

21. But China financial reserves are very strong and much more than Soro depth in many folds, whereby Soro is unable to know how deep China and HK reserves are.

22. As Soro sell HK shares and currency extensively, China and HK keep buying to maintain and preserve its exchange rate stability with US $ as well as sustainable share prices.

23. As Soro is unable to exploit its significant position, because this significant position is in the hands of China and HK, Soro is not able to profit from the differences in exchange rate through the future contract as his predicted market trend cannot be materialised.

24. As a result, when the future contract mature, Soro funds got to top up the significant differences in the shares and the currency exchange to fulfil the future contract.

25. Eg. Soro predict HK currency to be low 2:1, but ended up 1:1 due to active prop up by HK and China CB, Soro got to dig into his fund to pay the differences.

26. So if he borrow HK$50 billion using US$50 billion, he now have to use US$100 billion to repay HK$50 billion when the future contract mature.

27. Hence Soro fund bankrupt.

WP Jamus Lim say taxes on the rich is not the main motivator that chase away rich individuals and business when he debate the GST tax.

In addition when that happens, the tax burden fully falls on the middle income and the lower income groups.

This means an even higher GST tax will need to be levied for the loss of tax income - and no GST vouchers will be issue to these 2 groups as the GST tax collection can barely cover other government expenditures with lesser leftover for GST vouchers and CDC vouchers.
