NATIONAL DAY RALLY 2026

Prime Minister Lawrence Wong delivered his National Day Rally speech on 23 August. 

Mr Wong shared that families will get greater support and confidence for the future, while Singapore will harness the power of new technology on its own terms. He said that these are not separate agendas, but part of one larger mission to keep the Republic trusted, relevant and resilient in a rapidly changing world. The Republic will also keep planning and building for the long term, Mr Wong said as he sketched out horizon plans for Singapore's outer islands. 

💬 What are your thoughts on the Prime Minister's National Day Rally Speech 2026? What resonated most with you?

Prime Minister Lawrence Wong made several announcements in this year's National Day Rally. Here are some highlights from his speeches. 

📌 (1) More sustained financial support for each Singaporean child

Each Singaporean child will receive almost $70,000 in support from birth to the age of 17 under a new SG Child Support Package which kicks in on 1 April 2027, replacing the financial support currently provided through the Baby Bonus Scheme and Large Families Scheme. Children will get the same level of support regardless of their birth order, and kids in single-parent families will also enjoy the full benefits of the scheme. 

📌 (2) More childcare leave

Every working parent will be eligible for eight, 10, or 12 days of childcare leave per calendar year, depending on whether they have one, two, or three or more Singaporean children aged 12 and below. The Government will also cover the cost of all statutory child-related leave up to the reimbursement limit, a change from the current arrangement where costs are shared between the Government and employers. 

📌 (3) Childcare and infant care fees to be reduced as more centres receive Government support

Full-day childcare fees will be reduced to $150 per month and infant care fees will be lowered to $300 per month at government-supported preschool centres in a few years' time, with the lower fees to apply to every Singaporean child regardless of household income. More preschools will join the network of government-supported centres so that more families can benefit from these lower fees. 

📌 (4) Build-To-Order (BTO) income ceiling raised

Income ceilings will be raised for those who wish to buy a new Housing and Development Board (HDB) flat, get a HDB loan or obtain a Central Provident Fund Housing Grant for a resale flat. The income ceiling for BTO flats will be raised from $14,000 to $16,000, and for executive condominiums (EC) from $16,000 to $18,000. 

From February 2027, there will also be an additional ballot chance per Singaporean child for first-timer families who have or are expecting children. 

📌 (5) Social media platforms to more strictly enforce age restrictions

Singapore will require social media platforms to implement and enforce robust and reliable checks so that children here are genuinely protected. The Republic will also prioritise making social media safer by design, and will consider additional restrictions on platforms if it deems their safeguards inadequate.

📌 (6) New island to be formed by merging islands south of Jurong Island

A new western island will be formed in the coming decades by merging several islands lying to the south of Jurong Island. This cluster of islands comprises Pulau Semakau, Pulau Bukom, Pulau Sudong and a few other smaller islands. This new island can support a new generation of industries and can accommodate new poer-generation infrastructure to meet Singapore's future needs. 

Separately, Sentosa's beaches and waterfront will be enhanced, while NTUC will build its new Downtown South resort on Pulau Brani. Land will also be reclaimed to better connect Sentosa and Brani.

📌 (7) Possible undersea tunnel from mainland to Tekong

Singapore is studying the feasibility of building an undersea tunnel from the mainland to Pulau Tekong instead of bridges that would cut across busy shipping channels. More land may be reclaimed to create additional military training space, and around 500ha would be available for future civilian use.

📌 (8) Promoting heritage and culture

From his Mandarin speech, Mr Wong focused on preserving Singapore’s bilingual edge and distinctive Chinese culture. Highlights from his speech include having more room for dialect films, protecting the gains of the Speak Mandarin Campaign, and establishing a new Singapore Chinese Heritage Gallery at the Singapore Conference Hall to tell the story of Chinese pioneers who put down roots here and recognise community organisations that helped build Singapore’s multiracial society.

Films with dialect content will no longer be subject to screening limits, so long as Chinese subtitles are shown and a Mandarin-dubbed version of the same film is also made available. Free-to-air broadcasts will continue to mostly use Mandarin, but there will be no limit on the number of screenings for dialect movies in cinemas as long as a Mandarin-dubbed version is available. The Ministry of Digital Development and Information also said restrictions on dialect content for subscription TV services will be removed.

📌 (9) New Committee of Economic Resilience for Malay-Muslim Community and More Support for Seniors

In his Malay speech, Mr Wong highlighted the Malay-Muslim community’s strong identity, heritage and contributions to Singapore, as well as its connections with the region. Highlights from his speech include a new Committee of Economic Resilience will engage the Malay-Muslim community to develop skills and seize economic opportunities, and expanding the Santunan Emas programme from Ang Mo Kio to Yishun, Sembawang and Woodlands.

There will also be a new partnership between the Singapore Islamic Scholars and Religious Teachers Association (PERGAS) and the Association of Small and Medium Enterprises (ASME). 

📌 (10) Singapore to build coalitions for safer AI use

Singapore will do its part in bringing countries and companies together and build coalitions around practical artificial intelligence safeguards. Mr Wong said the Republic will not embrace new technologies blindly, and will instead anticipate the risks, put appropriate safeguards in place, and always ensure that people remain in control. 

📌 (11) Singapore to scale up AVs here when tech is proven

Singapore intends to expand the use of autonomous vehicles (AVs) to meet its growing transport needs once the technology is proven. The country will proceed step by step, building confidence in the technology with safety as the first priority. Adoption will also not run ahead of Singapore's ability to support affected drivers.

Singapore is exploring clean energy sources, including nuclear power, to strengthen its energy security against a more volatile global landscape. It has yet to decide on deploying nuclear power and will undergo an assessment by the International Atomic Energy Agency (IAEA) from 2027 to gauge its readiness to make an informed decision on adopting nuclear energy.

Singapore has been building capabilities across 19 areas identified by the IAEA as necessary for a country to establish a nuclear power programme, including evaluating and developing suitable sites for nuclear installations with safety requirements in mind.

4. BTO ceiling raised from $14,000 to $16,000 is certainly a relief for the youth that needs sometimes to find their Miss Right or Mr Right - as the starting salaries for the youth are getting higher and higher.

This will less likely to push the young couples to go for higher prices EC or private condos that could impose unnecessary financial strain on them.

10. AI sandbox to allow Frontier AI to test and pilot in a test environment - that run out of intention by running out of test environment and access another company network to retrieve information to complete its tasks which is never designed by the AI developers certainly baffles me.

Because the right network and cybersecurity design will not allow it to happen - because there is an air-gap - using the concept of "out-of-band" device management and "in-band" eTransaction physical separation - that produce the air gap.

Allow me to illustrate and expert security professionals as well as AI security professionals can verify if my illustration can stand water or not.

I am humbly asking for your voice again. And this time, it is for the affected marine habitats and their species in developing the proposed Western Island. You can read the news here from last night’s National Day Rally: 

What’s going to happen? Nearly 5 islands with fringing reefs and at least 6 submerged reefs will be reclaimed in entirety to form the proposed Western Island. The loss of marine habitats and species is astronomical, and no amount of restoration techniques can help to recover these losses post-reclamation. These reefs also hold marine biodiversity that continuously seed the neighbouring reefs within our national waters that has helped them to thrive despite the heavy impacts of maritime activities. This proposal is a death sentence for marine habitats and species.

How can I help? We know that a healthy ocean with biodiversity translates to healthy people. Life under water sustains life on land.

Here are some talking points for your consideration:

A progressive Singapore going beyond needs a more holistic approach in its national spatial planning, one where nature and biodiversity are factored into the main planning narratives

An immense loss of a natural heritage identity unique to Singapore that is irreplaceable

Role modelling for our current and next generation of Singaporeans (Are we saying it is alright to expense our marine environment and species in the name of national development?)

Are we prepared to leave such a legacy for our children? Will they only be left to learn and imagine about our marine heritage through history books? 

Will they only be left with the options to study and work on marine science overseas?

I just want to say that this is what I do for a living, and I’m grateful for everyone’s enthusiasm in understanding my work through our times at the NDP parades. But I am doing this not for Singaporeans. This time, I want to do this with you, my fellow Singaporeans. It’s not just the job of scientists and advocates, it’s for time for everyone to unite and build a Singapore that we want today for the a better tomorrow. 🙏

Design 1 - How does Frontier AI Anthropic Claude Mythos 5 and Fable 5 can potentially escape from sandbox environment and intrude into live environment, access Internet and penetrate another company's network to steal the data.

1. Claude installation in sandbox though with different IP address scheme 192.1.x.x from In-band live environment 10.1.x.x - can potentially be access by Claude because IP routing is turned on and Claude sandbox can route to live environment.

2. Sandbox environment, device management and monitoring as well as in-band live environment did not adopt OOB management (air-gap separation).

3. Also there are no physical lockdown of ports for device management.

4. No 2FA (2 factor authentication) for device management.

5. Potentially, with Claude Agentic AI intelligence:-- 

a. it can potentially break the password of the router and firewall separating the sandbox environment:-

2B. An office/agency to look out for, consolidate and promote resources and opportunities for mothers returning back to workforce. So that mothers will feel more assured to have another child and not find it harder and harder to return to work.

Poor to death.

Helpless and hopeless to death.

Nuclear power plants do not rely on natural underground basic soil walls to stop radiation. Instead Nuclear plants use thick, multi-layered containment structures built with high-density steel and specialized radiation-shielding concrete reinforced with heavy aggregates. 

Why Natural Ground is Not the Main Shield

Soil and Seabed Composition: Loose soil, sand, or landfill are unstable structural foundations, but they do not dictate radiation safety. Containment is engineered inside the plant itself rather than offloaded onto surrounding earth.

Penetration Control: Radiation is safely blocked by internal containment barriers (such as water pools, steel pressure vessels, and heavy concrete biological shields) long before it can reach the outside environment or foundation. 

How Nuclear Silos and Walls are Built

4. But he stand in front of me to demo he can finish the 1st stack of presentation slides within 1/2 hour without siting down.

His left hand is holding his laptop and he uses his right hand to type in the prompt.

5. When he type in the first prompt, the layout of the presentation slides and the agenda appears.

6. As he continues to type reiterative prompts, I notice the content of the presentation slides is slowly building up.

7. Then come the diagrams to illustrate his contents.

8. And close to 1/2 hour, the whole meaty presentation slides appear.

9. I deliberately make his life difficult, and say I don't like the plain diagram without colours.

10. He then type some prompt, and hey presto, all the diagrams become very colourful.

11. Half an hour, the whole presentation slides is completed.

12. Then I ask him to present the slides to me, he did so without rehearsing - and the flow of the presentation is very coherent as if he prepare the slides himself without the help of Claude Frontier AI.

13. It only took him half an hour to do so, while I would have taken 3 days without the help of AI.

Design 2 network infrastructure - is an air gap separation that no matter what Frontier AI do or a physical engineer or hacker do - due to:-

1. No physical access to in-band.

1. There is a need to get young the opportunities to mix with the opposite gender with similar interests and personality - with the view to get married, start a family and have children.

2. Realise that matching opportunities are leave very much to the private sector.

4. If government feel that collaboration with the private sectors will be more effective, then hybrid collaboration between government and private sector should be effected.

[17/8/2026 11:01 am] Daniel: I think the childcare aspect is very important. For context I have two young kids and the reason we decided to not have a third one is that it's simply too stressful without relying on a live-in helper or having super supportive and retired grandparents. 

And while a lot has been done to address the first few years (extended maternity leave, paternity leave, financial support etc) it's the long stretch that makes people like us be hesitant to have more kids. For one childcare leave doesn't stack (1 or 4 kids, still only 6 days), but if kids are at different levels, school closure days will be different. Also 6 closure days a year,  not counting special events etc for two kids then both parents no more leave already for sickness or doctors visits. Then also from P1 onwards only 2 days, but the kids still too young to go to the doctor by themselves and the schools require some involvement as well (events, HBL, PTC).

So I think if as a society we want more kids then this is something that should be addressed properly.

3 things that can and should be done:

1. PAP needs to stop fearmongering about the future to secure votes, especially during election season. When people believe the fear and become fearful about the future, how is that encouraging more baby making?

Nowadays a lot of pawrents. This shows people have lots of disposable income.

Pre 2000, number of childcare leave wasn't so much of an issue because there were still many single income households. Father's salary can cover living expenses plus some more.

Mother can be stay home mum to cover child care issues even when children are in school.

So back then didn't really need so many child care leave.

But nowadays, cost of living so high, almost no households can afford to be single income anymore. Father and mother both need to work, and sometimes work multiple jobs, just to make ends meet.

Housing and finance: A simple additional room in the home can cost upfront 100k to 200k. I don't think the priority schemes are significant enough in securing a flat for Singaporeans who want to have more children. We should introduce more housing subsidies and entitlement for parents having 2+ children.

Education: students are graduating later compared to the previous generations. Degrees, masters are becoming more common to compete in the tough job market. This means people are settling down, stabilizing their careers at a later age. IMO we MUST reduce the number of years of education and prioritize syllabus. Call it bold, but pri sch 4 years, sec sch 3 years, uni 3 years. Maybe even shorten NS to 1 year. Our young adults will get an earlier headstart from graduation.

Culture: Funny point but I think we need to psycho a 'family-centric culture' put up more posters of families, activities, a strong support system. People need to think that having a family is a checkbox in life.

Workplace culture, baby bonuses are important too yes, but they only work on 'people who want to have kids but face external challenges'. They do not work on people who don't even want kids in the first place. Many youngsters have this mentality of 'why bring a child into this world to suffer'

Given what has been coming out the work group, I'm quite skeptical if they can legit see the numerous root causes of the issue. Child raising costs and workplace culture is 1 thing, but there are also many other issues. National culture, housing, education system, nature of competition in the country and how it plays out in reality. The birth rate issue isn't just because of 1 or a few causes, it's a multitude of causes in which requires great political will to change. Will the government see to that? I don't have much hope in that.

Anyone can apply for whatever size housing they want. But after x number of years, if the household size has not increased (by choice) then those staying in larger BTOs (4 room and above) need to start paying extra

My close friend comments:-

I feel that we are just trying to incentivise or can only incentivise those who want kids. 

Fundamentally, I think more and more young adults do not want kids. 

They are prioritising other things above child bearing, child raising, parenthood. 

This requires more educational and mindset shifts rather than a MOF budget job 😉

Definition of quality of life is quality homes, cars, holidays, helpers, assets. Having children negate these life goals.

In my extended family, my uncles' and aunts have many children. Small families have 5-7 children and big families above 10. 

Certainly not to the liking of gov at that time. But most of us were poor or very poor then. 

Mindset and priorities  were different. 

Children were heavenly blessings, how can we deny the heaven?  

Gov campaign of stop at 2 gave people a fresh dimension that 2 is more (they get better attention, quality of life) can we not re campaign to re educate people? 

Budget schemes, leave schemes are nice but they only apply to the minority who wants kids or those who are sitting on the fence.
