The Government has launched the Online Safety Commission (OSC) to strengthen support for victims of online harms under the new Online Safety (Relief and Accountability) Act.

The Ministry of Digital Development and Information and Ministry of Law announced that:

(1) victims of online harassment, doxxing, online stalking, intimate image abuse and image-based child abuse can report cases to the OSC for assistance from 29 June;

(2) the OSC can direct individuals, administrators and online platforms to remove or restrict harmful content, with additional obligations placed on major online platforms to respond within specified timeframes; and

(3) the new law also introduces legal avenues for victims to seek civil remedies, alongside support services such as counselling and guidance through community partners.

For Singaporeans, these measures aim to provide quicker access to help, strengthen protection against online harms, and promote a safer online environment.

1. I feel that the setup of Online Safety Commission to provide quick and simplified access for victims to seek relief and remove harm from online is very timely.


2. Victims subject to online harassment and harrm previously can only report their case to Police - in which its outfit is more towards addressing physical crimes and hence less focus on immediate attention to online harm.


3. The OSC instead focus solely on addressing online harm - and quick resolution will greatly relief and reduce victims exposure to online harm that can spread very quickly online.

4. Making individuals that post harmful content to remove them and administrators/online platform to remove them within a specified timeframes - will limit harm and provide quick relief rather than let it linger, fester and propagate.

Else previously, such quick relief is not available without dedicated attention - and harm could have been done and manifested - that will mentally harm victims. Recourse could have come too late.

5. OSC in addition to providing legal avenues, counselling and guidance through community partners - will have close the loop nicely to help the victims.

Hence online predators will have think twice and thrice for being reckless - without getting away thinking that they can hide behind keyboard as keyboard warriors propagating harms with impunity.

Online predators will have to be careful in what they do online like in physical presence - to behave appropriately whether in online or in person.

1. However, I feel that OSC will be effective in dealing with online predators that live in Singapore.


2. Online predators overseas - will be more difficult to deal with - unless OSC can trace and pinpoint the online predators precisely and elicit overseas authorities help to take actions against the overseas predators.


Depending on jurisdictions of each Countries - the success rate will be much lower because :-

a. Overseas online predators could have hide behind arrays of security devices like firewall, proxies, VPN etc - that make tracking, tracing and pinpointing the predators difficult if not impossible without the help of foreign authorities.


b. Overseas authorities may have a different measurement of online harm - and may not cooperate to nab the overseas online predators.


c. Overseas authorities may not have the resources or willingness to track the overseas online predators

3. Under such circumstances, OSC informing administrators and online platforms to remove harmful content - is a more effective ways of reducing harms to online victims.

But seeking legal recourse or nabbing the overseas online predators will be very slim.

1. Also notice that OSC roles so far are focus in addressing individual harms.


2. However, I realise there are AI created online videos created by foreign (could be individuals or foreign entities) - to negatively paint Singapore's politics, economics, social, people etc in a bad light. I notice this in TIkTok particularly from Mandarin speaking ones.


3. Some videos are more malicious such as attempt to divide our Society by dwelling in our racial composition, painting our minority race in a bad light - attempting to interfere how we run our society and how we govern. In particular, they try to exploit our faultline and some of our people's unhappiness about foreign presence amidst us.


4. Some of these AI created online videos also attack our leaders or policies that are not similar or contradict theirs.

[29/6/2026 5:15 pm] Adam: One thing that the OSC should note is to be very careful of how they handle data. I hope they are competent enough to do that.

In the digital world, harassers might not know the full info of the victims, and might bait the victims to fall for tricks. 

For example, a victim under a pseudonym might get a DMCA takedown on youtube because a group of harassers exploit the system to report the victim. But to dispute the DMCA claim, the victim has give the whole personal information like full name and address.

And people have to think of/show empathy to those suffering victims 

With this new bill, the victims are protected to certain extend by the law, and venue for them to take action/voice out against the perpetrators for their online crimes/abuses

Biz platforms also have to be take note to screen b4 posting, as part of their social responsibility too

Such AI created misinformation about our governance, policies and society that are created overseas - look like is difficult to block.

Only way is to put up rebuttals or create our own videos to point out the misinformation to inform our domestic as well as overseas audience.

I think this will be more effective in tackling such malicious overseas AI created videos to unsettled us or misinform foreigners.
