When planning, design, implementation, operation and maintenance are done end-to-end - then there is overall responsibility to ensure what we design is what we operate - ie. one eat own dog food. (not one design but handover to others to run ---- then the experience in operation and maintenance are not factor into design ---- always result in operational problem).

This philosophy is also increasingly apply to IT industry.

What is plan and design on paper - must be able to stand water in implementation and operation.
