Seems like all ISIS daesh from Haditha and Anbar that lead to Ramadi need to be flushed out before Iraqi can concentrate on the fight into Mosul.

If ISIS daesh can muster 40 armor vehicles and come in 3 directions - it means there are large forces of ISIS daesh still grouping around this regions - and need to be defeated and flush out before taking Mosul.
Air strikes will be most effective in taking out such concentration of ISIS daesh forces - will more precise intelligence.
