Actually a simple fact is that :-
(1) If PAP do well as a Government, it will mean PAP will win more seats as MPs and no seats in NCMPs.
(2) If PAP did not do well, it will mean WP will win more seats as MPs and PAP will landed with seats in NCMPs.
Thus, I do not see the changes of NCMPs from 9 to 12 have any adverse impact on the oppositions. In fact if PAPs continue to do well as Government, more oppositions of 12 NCMPs are represented in Parliament.
It all boil down to whether PAP continue to do well as Government and WP is effective as an opposition or not.

It all boils down to performance.
(1) If PAP do well, PAP will have more MPs and no NCMPs and opposition will occupy NCMP seats.
(2) If PAP did not do well, PAP will lose some MPs and some will be NCMPs and opposition will have some MPs.
Thus expanding 9 to 12 NCMPs - basically reinforce the above hypothesis.
It will mean there are more representatives for Parliamentary debate - increase by 3.

To Singaporean voters - this is beneficial ---- as it will push both PAP and WP to perform better.

If WP do well, what is there to fear.
WP is fearful of more NCMP seats and NCMP with voting rights - is because WP is worried that PAP will perform better and WP cannot perform well and may lose its MP seats because of this change.
Thus WP will have to perform inside and outside of Parliament - so that WP will have no fear of more NCMP seats and NCMP with voting rights - and losing its MP seats.

Also by pushing for more single seat constituency and smaller GRCs - is to push performance further one notch up ---- direct fight between PAP against Opposition.
If PAP do well, PAP will win more single seat MPs.
If PAP did not do well and opposition is perceived as able to do well, than opposition will win more seats and PAP will have to take the NCMP seats.
So it is a fair fight ---- unless WP see that they will be losing more ground in the coming elections.
