Gahmen's thinking is trailing innovators and innovative thinking. They don't get the on-demand culture. Work with the citizens? Their friends mostly old fogies who stuff money under beds. They are disengaged with millenials who do get the new gig economy and on-demand services of the new IT. Gov't SOE is example of failed project before it began. Obsolescence over took it at project kickoff. They just don't get agile, as they consult with old guard from Microsoft, SAP, IBM, etc.

  Ultimately, gahmen would want to plant a micro chip into every local Sg. to track them instantaneously on GPS. They would be that kapo if given such an opportuinity.

  SOE started because of 911.

  They want to harvest data across Ministries - to identify threat.

  With many varied platforms and database - pulling the data to make sense of security threat is very difficult.

  This happen to US - whereby CIA have a set of data. FBI have a set of data. Other security agencies have a set of data. They can't be shared. As a result, unable to pick up threat as data are not coordinated, terrorists able to penetrate many airports and many commercial planes was hijacked and attack multiple spots.

  You use a smartphone - you are already tracked. Your location is track by base station near you.
  
  You use a wi-fi, the nearest APs already track you.
  
  All these are location based system. No need micro chip.
  
  A malware or plug-in can do a job better.
