Blinken said that Pyongyang should look to the example of Iran.
Iran's foreign minister said international sanctions on the country will be lifted on Saturday when the United Nations nuclear agency declares Tehran has complied with an agreement to scale back its nuclear programme.
"What made that agreement (with Iran) possible was the decision by Iran to freeze, and in some respects roll back, its nuclear programme, in order to allow time and space to see if we could negotiate a comprehensive agreement."
Will N Korea be able to accept what Iran is going through - in exchange for a Peace Treaty?
If yes, can communicate, and indicate so. Probably serious negotiation can start.

I don't think US and S Korea is keen to start a war with N Korea.
But N Korea must be able to give confident to US and S Korea - that N Korea can do similar compliance like what Iran is doing in exchange for a Peace Treaty (& by Peace Treaty - it will mean no army exercise when the Peace Treaty is successfully signed).
I think as long as N Korea give such indication, i believe US and S Korea with China will be serious to do serious negotiation.
I think this is a window opportunity not to be lost.
Also a note for US and S Korea - can sense that N Korea is serious about this Peace Treaty. I think should indicate clearly what is expected of N Korea - before US and S Korea agree to start the negotiation process.
Both sides must be serious, determined and indicate with tenacity to have a serious agreement to start negotiation.

N Korea can note that - US and Iran relationship has improved - after the successful negotiation of the Iran nuclear deal and Iran is taking the de-nuclearisation seriously.
The World can see that US did not actively subvert Iran nor do any harm to Iran - in fact relationship improved and sanction will be lifted - if UN verified that Iran has complied with the de-nuclearisation process.
Iran will be able to start trading and economic activity will start to kick in soon when sanction is lifted.
In fact N Korea has nothing to lose to indicate real interest in the de-nuclearisation talk in exchange for Peace Treaty because China is buffering and protecting your interest in the talk.
My honest fear is that if N Korea is unable to seize the current window opportunity now ---- it will be more detrimental to you later down the road.
May not be so easy to save the situation once you lose this window opportunity ................

Remember, everyone has everything to lose if nuclear tests resume - and all is needed is one nuclear accident ---- and everyone in the region - will perish; this include :-
N Korea, S Korea, 30,000 US personnel, China, Russia and Japan.
This is how serious the thing can be.

Having nuclear materials may not be a blessings - there are nuclear accidents in many sites ---- eg. in Japan Fukushima, Russia Chenonbyl etc ------ the radiation contamination is no joke ----- skin cancer arises - cows got spots all over, fishes have more than 1 head, crops have funny growth, all abnormality come out, water contaminated, soil contaminated, air contaminated ------ everything is not liveable for many many years ........
