Sangha Order will have to comply with all Precepts as prescribed by the Buddha.
1st and foremost, No Killings is the first Precept that must comply with - not only for Sangha Order but layman Buddhists as well.

The next precept is no False Speech - by instigating others to commit killings or other unwholesome acts is another precept that Sangha Order and Layman Buddhists must observe.

For those that observe Mahayana Order - by practising and walking the Bodhisattva Path - all humans and sentinent beings are equal, Universal Compassion should be apply to all.
