Under the Universal Law of Karma - it will descend into the various major Hell realms.
Be very mindful.
Thus the 1st Precept - which is the "Mother of All Precepts" - is to refrain from Killings.

Torturous killings, murder and unjust killings - are sin of Hatred and Anger - a Hell bound sin.
Thus punishment must be of the same weight of the sin or crime.

of punishment is excessive and does not correspond to the crime - Heavenly
