See the moment Mers is imported into a Country and stay dormant it will then start to propagate when opportunity arise.

This is the worst fear - unless all imported Mers can be identified, quarantine and control until all the dormant Mers die off naturally - then it is very clear that there will be no more imported Mers to cause mass propagation.
