Law must be effective to ensure justice, fairness and equality regardless of men or women, old or young, able or disable, rich or poor - to ensure an orderly and safe society.

Enforcement of law must be effective - to ensure people think twice before committing a crime that endanger the lives of anyone in a society.

Crime must be duly punished and sentence duly serve - to ensure repentance.

Punishment must be just and commensurate with the weight of the crime to serve as deterrent, but not overdone.
Punishment must also not be too lenient - to embolden crimes.

Only then, a Society can provide a safe environment for people to live, work and dwell in peace, harmony and prosperity.

If law and enforcement does not punishment crime and protect people dwelling in a Society - the security and safety of the Society will be compromised.

Skew behaviour will set in to compensate for the perceived injustice - such as jungle law, mob, rioting, or emboldenment of crime that the law serve to prevent.
