    (2) HK can also give fair compensation to landowners for public housing.

    (3) Alternatively, HK can negotiate with China mainland - to lease land from China with border next to HK.

    Even pro-beijing slammed the suggestion of invoking the draconian law by forcibly take back lands from private owners, you already know who and what you are supporting, the basic law/mini constitution is not relevant when it comes to this hk govt./CCP. You have to swallow the bitter pill and keep quiet and let them seize.
