I highly suspect some "people" from outside the country worry about the Extradition law, which allows the Chinese government to detain foreigner agents conducting anti-China "businesses" in Hongkong and get arrested and send to China. So they put "people" in Hongkong and drive anti-China messages and now resulted in such a situation.
