(1) When it is not effective to stop the violent protests by anti-Beijing protestors - situation will change for the worst - as those who oppose the violent protests will take actions into their own hands and attack the anti-Beijing protestors.
(2) We can see this happening now - and soon HK will slowly go out of control --- where no one feel safe going onto the street.
(3) The only way to wrestle back control and restore law and order --- is to declare "Emergency Order" - to halt all form of protests, political movement on the street --- before any meaningful peaceful dialogue, healing and useful policies can take place.

By Sunday evening, the running battles between anti-government protesters and police had spilled into street brawls between rival groups in the districts of Fortress Hill and North Point further east on Hong Kong island, where men in white T-shirts, believed to be pro-Beijing supporters, some wielding hammers, rods and knives, clashed with anti-government activists.
Hong Kong media reported that groups of pro-Beijing supporters had attacked journalists.

(1) By procastinating and not taking effective measures to stop violent, there are serious consequences :-
- mental health effect on the whole city state will take a toll.
- HK economy on all sectors will be badly affected - and already shrinking economic data has show many sectors perform badly.
- more public infrastructure are vandalised that will cause public service to deteriorate and more public finances are wasted to restore damage public property.
- more people will get hurt - when jungle law take over.
- hatred and ill-feelings will grow as violent protest linger on that will lead to more undesirable outcome.
- investors will start to leave and there will be more job loss.
(2) Thus the strategy to "let the violent protest die out by itself" --- apparently is not working - as the fundamental root causes are not addressed.
(3) The only useful way to address the violent protests are :-
a. Restore peace, law and order on the street - by declaring "Emergency Order" to stop all political movement on the street. Get all students back to schools, workers back to work.
b. Engage in real meaningful dialogues with the HK people.
c. Seriously address the "bread and butter" issues of the HK people, specifically :-
- Address the housing needs - come out with master plan to build affordable public housing for HK people.
- Address the job prospects of HK people.
- Address affordable healthcare.
- Address affordable education.
- Build enough social spaces and interaction for HK people.
(4) These will be the only way to calm the situation in HK and deter people from coming out to the street.

(1) The question of whether the HK police have the strength to tackle the protest - is missing the point in HK disorder.
(2) It must be an all encompassing approach that involve political decision plus police enforcement.
(3) 1stly, Politicians must declare whether HK unrest - has reached a stage of total lost of control in social order - that warrant declaring of "State of Emergency".
This is a political decision - not a police decision.
(4) If "State of Emergency" is declared - there would be :-
- "lockdown" of people's movement
- banning all protest movement
- arrest of suspected rioters, protest organiers and protestors without trial and can detained them for at least 1 year
(5) To enforce "State of Emergency" - only economic activities and social activities are allowed - and all political activities will be banned.
(6) Police must be able to deploy forces and assets at all MTR station, bus interchanges, main roads etc - to prevent any protest movement from forming up - and any protestors that carry placards, weapons, wearing of shirts with protest slogans, illegal assembly will be arrested.
(7) This is the only way to quell the HK unrest - and bring back law and order.

(1) The current HK situation - has reached a critical juncture - to declare "State of Emergency" and clamp down on all protests - to restore law and order.
(2) Further delay will have an irreparable economic loss, reputational loss and international intervention.
(3) There is a need to make a swift and decisive "double down" to end the unrest and 止血。
(4) The longer the HK unrest situation drag --- the greater the damage not only to HK but also to China - and collateral damages to many business partners.

(1) If HK politicians and HK police - fail to quell the unrest within its means and resources now ----- China forces may be force to come down one day ---- and these will have a far wider implication and far worse consquences that no Hongkongers will want.

(5) The Emergency Order will have the power to order Telcos to block all social media communication such as telegram, facebook, instagram, twitter etc - to remove the means of communications for protestors and rioters to orgainse protest, riots and illegal assembly.
(6) The Emergency Order will also have to power to control mainstream media to toe the official line - to promote unity and stop division or dissent.
(7) The "strongman" image with the primary goal to restore law and order, social order and economic order shall emerge throughout the Emergency Order - a "Disciplinary Master wielding a big cane" - to stop all Economic sabotage, social order vandalism and protect the safetly of citizens and public infrastructure should emerge.
