Try as much as possible to do precision surgical strike that can turn the battlefield around, break deadlock and try to prevent civilian casualties, prevent troop casualties, force IS militants to surrender, reduce collateral infrastructure damage to reduce redevelopment cost, remove booby traps.

Avoid private summary executions of civilians and POWs, and deliberate destructions of infrastructure or houses or buildings not related to the battle to liberate Tikrit.

Win the heart and mind of civilians in Tikrit over to your side - and not turn them off - that will backfire on the Iraqi Government.

It is ok to proceed to liberate Tikrit slowly and steadily - as there is no hurry. Make the recapture of Tikrit the model for liberation of Mosul.
