Parliament to discuss issue of sexual misconduct at schools, universities

The following should be look at wholesomely and objectively :-
(1) Prevention and Deterrence
(2) Punishment to deter crime
(3) Rehabiliation measure
(4) Victim care and emotional support

(1) Prevention and Deterrence

The questions to be asked are :-
(a) Is preventive measures adequate eg
- Physical access to the bathroom is it secured with appropriate access?
- Are there security patrol around the area to provide deterrence.
- Secured bathroom and toilet cubicle - where there are no chances for phone camera or other spy devices to take pictures or videos.
- Are there CCTV to record intruders and identified them - which will be another source of effective deterrence.

By having the above prevention and deterrence measures put in place at the source --- then it will prevent any sexual crime from happening in the 1st place.

(2) Punishment to deter crime

Parliament should review if :-
(1) - Conditional warning by Police and AGC
- NUS working with Police and AGC
- NUS provide its own sanction like :-
(i) Suspension of 1 semester or more
(ii) Community Service
(iii) Restricted access to vulnerable area
(iv) Remorse letter
--- for remorseful offenders who has a high chance of rehabilitation ==== is it effective to deter such crime and is there a high chance of recurrence.

If effective - then should continue with this approach.

(Note :- this measure should be applied without fear or favor to :-
- Schools, ITE, JCs, Poly, Uni, Private Schools ---- objectively).

(2) If the above is not sufficient Punishment - and offenders are likely to re-offend, then should Parliament look at :-
(i) Conditional warning extended beyond 1 year or even consider probation or charge in Courts - by Police and AGC.
(ii) NUS working in conjunction with AGC and Police administer strong sanctions like :-
- longer suspension term - eg. more than 1 semester or even explusion.

--- Then Parliament should take into account and compute the Economic Cost plus Social Cost - for harsher punishment :-
- is it more effective in detering crime
- will the Economic cost and Social cost - too high for the Society to bear
- the overall outcome is far worst as compare to Option 1.

(3) Rehabiliation measure

Parliament will have to relook at - is the current rehabiliation measures effective.

If harsher punishment is administered - should rehabiliation measures be enhanced and adjusted - to ensure that offenders will not re-offend and can successfully be re-infused back into the Society.

(4) Victim care and emotional support

Parliament will have to look at - is the current (4) Victim care and emotional support sufficient.

If not how should it be put in place or upgraded to ensure it is helpful and useful to help victims recuperate.

Pri6 12yo~ Sec4 16yo molest & rape only notify parents? Parents have to start buying chastity belt for school going daughters. Adult women will be more fear of high school boys attack with impunity.

All sex crimes must be reported to police regardless of age. But for minor & what happen in school compound, police should give high priority of school counsellor recommendations.

Rape for any age below 16 is compulsory jail term as its a sexual offense of a minor. Yeah.
