I think currently there is no Act - to actively identify people who has "irregular behavior" and causing disruption to the public.

Thought that if there is an Act, any people who exhibit "irregular behavior" and causing disruption to the public - it should trigger social workers and psychiatrist team to visit such people's next of kin to review the mental state of such a person - to determine if medical help is necessary.

If the review prove positive, it is by law that the next-of-kin must work closely with the medical team - to ensure such people are given mandatory medical help.

This will provide early help to such "troubled person" and prevent his/her condition from deteriorating.
In addition, it can help to alleviate public from such disruption.
