his assumption is the leadership is good and efficient so must maintain as long as possible...

but if this is not the case...changing totally to a total new team is best option...

Governance needs experience.
You can't totally have a new team.
You need to have a hybrid of experience plus new.

Like running a business - you will need old hands to steady the stewardship plus new hands to provide new impetus and new thinkings.

You can't totally move the whole old management team out and put in a totally new team.

What is more you are running a Country dealing with millions of lives?

Eg. Defense and Homeland - you are talking about lives and security.
Finance and Trade - you are talking about livelihood.
Health - you are talking about people's health.
Education - you are talking about investment into the young
Foreign Affairs - while you are talking about establishing working relationship with foreign Countries.
etc etc.

Can you just put in a totally a new team and just run?
It is unimagineable suggesting a "cold turkey" approach.

When new team come out with new ideas - it will be valuable for old hands to do reality check.
Such interlocking - forward and backward check and balance - will ensure that the policies roll out will be robust and cover all grounds.
