Singapore should try to stop further investment into Malaysia and should invest in more friendly Countries.
Malaysia Government is not able to honour signed international agreement - thus Singapore investors should stop investing in Malaysia as it will burn the money with whim and fancy in their favor. In other words, they are not trustworthy and reliable place to do business.
Singapore should also lodge a Court case with UN International Court of Justice for Justice if Malaysia breach the signed International Agreement.

Thinking aloud, should Singapore consider submitting this water agreement to International Court of Justice - to judge whether Malaysia has breached the water agreement.
If yes, instead of continuing with the agreement with Malaysia, submit a case for the International Court to award full compensation to Singapore for breaching the agreement to cover all the cost up to 2061.
Thereafter, with the awarded compensation terminate the water agreement and stop extracting water from Johore and then stop treating water for Johore.
Effectively, this will cut all the water agreement saga once and for all.
Singapore will have sufficient newater, desalination plants and reservoirs to sustain our needs.
This will stop all Malaysia nonsense for time and again trying to breach international agreements and wanted to keep negotiating the water price.

Honestly, its pointless to really pursue this matter aggressively because both parties know the realities of the situation, if Malaysia were to turn off the tap, then it'll very likely lead to an armed confrontation as its now about Singapore's survival and would be one that will be extremely costly for Malaysia.
If they don't turn off the tap, then all things goes along as usual, they can't ask for more money without an agreement anyways.
Hence Malaysia knows the realities and wouldn't do much about it, they're merely using this sort of things to create a distraction and take their people's attention away from the problems faced in an inamicable transition of power within the government.

The losers will b Sg ppl n Johore ppl to foot the new bill of water at through the roof prices. K Tan Don - Currently, the Singapore factor is worth at least RM50 billion (S$16.6 billion) a year to the Johor economy, state executive councillor for tourism and domestic trade, Datuk Tee Siew Keong, told Malay Mail Online.

In addition, the Johor rivers and reservoirs had been facing very low water level for many years - if not because of Singapore building dam to help Johore increase its water level.
Singapore had also in the past many times, giving Johore more water than is contracted by the water agreement.
If without Singapore, Johore and many states will face a possibility of water shortages without Singapore help.
If Johore build its own plant it will be too expensive for it to afford and the consistent low water level will make Johor plant become white elephant when the water level consistently become low due to drought.

However, the Malaysia government chose not to revise the prices at both opportunities, in 1986 and 1987. So Malaysia has lost its right. The PM of Malaysia in 1986 and 1987 was none other than your Mahathir who failed his duties with regards on this water treaty.

The sad fact is.. even if court judgments are obtained who would be the enforment agency/"world police man".
