If this activists are known to create trouble in Singapore, then preemptive measures to prevent trouble should be legitimate.

If they come to Singapore as tourists or do business, they will be more than welcome.

Activists should keep their political activities at home and not go to another Country to create trouble.

I am sure this activists will not like someone from another Country to go to their Country to create trouble isn't it? Likewise, they are expected to behave the same.
