There should be a propoer channel for those who are bullied in the Army to voice their grievances and appropriate measures to stop the bullying.

Officers of the unit should have regular review of each soldiers to identify potential soldiers who have been bullied and kick in problem resolution procedures.

This will have prevented such incident from happening.
