This is the best way to break the impasse and resolve international dispute peacefully if the other 2 peaceful options are not able to break the impasse without resorting to confrontation ie.

(1) negotiation between 2 disputants
(2) 3rd party arbitration.

Eg. An analogy :- if 2 neighbors quarrel over their neighbors putting their flower pots over their land they can resolve their disputes peacefully in the following 3 ways :-

(1) Both neighbors negotiate - by "give-and-take attitude". But if both still cannot find a solution. Both neighbors can then go for 2nd option.

(2) Get an arbitrator or facilitator or mediator - to facilitate conflict resolution. However, if through mediation - both neighbors still cannot agreed on resolution, then both can opt for the final peaceful resolution - that is submit their claims to Court of Justice.

(3) Court of Justice will examine all evidences, documents, facts presented and administer judgement - where both neighbors will abide by the Judgement.

If all the above resolution that are peaceful - still cannot be observed by the 2 neighbors - fight and quarrel will take over - and it will become a "Lose-Lose outcomes" not only for both neighbors - but all other neighbors in the neighborhood - and the whole neighborhood will potentially become a volatile and tense place - where anytime 火拼 will take place - and innocent parties will also suffer.
