Ebola virus - is infected through touching the infected.
Mers, Sars, H9N7 - is infected by breathing infected proxy air from infected patients or animals.

Thus to stop Ebola virus - prevent people from touching the infected patients.
To stop Mers, Sars, H9N7 - which is alot harder as human need to breathe, the separation and quarantine of infected away from the healthy are much more stringent.

I guess in the case of Ebola rapid infection in West Africa - are due to more underdeveloped health institution, poverty, education etc - which result in misinformed people from being infected due to lack of knowledge.

I think alot of local Government support to help the WHO health care experts will be required (such as physical separation of infected from healthy, hospital quarantine, immigration control etc) - and not fully rely on WHO to run the whole show.
