"Koh was also found to have made 90 police reports in the past. According to Deputy Public Prosecutor Goh Yi Ling, those reports were “generated by his beliefs that he was being targeted by others”. He had also “made reports which nobody would have thought of making police reports about”, DPP Goh added."

The above facts have been established.
It does not sounds like a "racial or religious inspired" attack.
Thus only after establishing the facts before publishing more details about the attacker ---- will prevent emotion to be stirred and tension to built up.

He need medical attention before his condition can be controlled. Otherwise his condition can deteriorate.
His brother should seek medical advice early once he discovered that his brother acted strangely. Only medical professional can help him.
