CNA visited a number of shopping malls in Orchard Road and found that most of them had safety barriers which met the current requirement.
Ngee Ann City's barrier is about 1.02m tall, while other malls like Wisma Atria (1m), ION Orchard (1.1m) and Wheelock Place (1.07m) had barriers of similar height. Lucky Plaza's barrier measures about 0.95m in height.

But a director at the National Safety Council of Singapore said it could be time to "revisit" this requirement, given that under Workplace Safety and Health regulations, the minimum height for barriers that protect from falling in construction
 areas is 1.1m.

REACH - Safey height limit of railing in shopping malls

(1) Notice that in some shopping malls eg. Nex, the height railing is slightly higher than the waist height.

(2) Unlike in Ang Mo Kio Mall hub, the height railing is about chest height - which is safer.

(3) A person who is taller can tilt over if lean against the railing or if a father or mother carrying a struggling kid at chest high - the kid can easily topple over the railing.

(4) Suggest that in all shopping malls - all height railing should be at least chest height - about 1.5 metre high so that it will be safer for shoppers.

Should also include height of escalator barrier. So dangerous when it moves.

The Ngee Ann City incident was clearly a case of suicide.

I am familiar with that place. I used to often eat my takeaway pizza near that area after work.
The glass barriers are definitely tall enough to make it hard even for a tall person to climb over.

Average height have grown. It's no longer sufficient. Many tall people could topple if they slip on a wet patch

What is this Salahuddin talking about because the height of the people in US and Europe are much taller than us and yet they are using the l metre standard.

No standards that can call its own based on characteristics like body build of locals whether adults or teenagers, who are so much taller than my generation; always refer to other countries for reference and that is it.
