Asia culture is one that start slow, build trust, build confidence, start with something that seems small, a small step, do something that seems unimportant - and slowly move into something that is of interest to both parties.
This is unlike Western culture that go straight into the main topic and want immediate result - that is still cold, very sensitive and still unyielding - and if things don't happen as expected - try to use high-hand tactics. This will not work for Asia culture.
Hence, let S Korea Leaders lead the way in this - as they understand N Korea culture better than anyone do.
"Exchange of Heart" 交心 - is the crux that may lead to breakthrough.

When Mr Lee Kuan Yew visit China and meet the then Mr Deng Xiao Ping - "Exchange of Heart" 交心 - is the crux that lead to the breakthrough - that change China's heart to integrate with the World economically.
Think this could be possible if the "right key" is used correctly on N Korea.

We should take a cue on how China, Vietnam, Cambodia, Laos - break out from economic and political isolation to embrace the World and integrate with the World economically.
(1) China by "Exchanging of Heart" with Singapore and then open up economically and integrate with the World. China work with someone they can trust - which is Singapore.
(2) Vietnam work with Asean by joining ASEAN to open up economically.
(3) Cambodia, Laos work with both China and joining ASEAN to open up economically.
N Korea will have to work with "someone" he can trust - and do similar things like what China, Vietnam, Cambodia, Laos did.

(1) Sign a Permanent Peace Treaty to replace the Truce Treaty.
(2) Ensure a permanent irreversible denuclearisation agreement.
(3) Remove economic sanctions for N Korea and allow N Korea to join the World Economic Community - and ensure N Korea can survive, thrive and prosper economically like any other Nations.

To determine where is the best place to host the US-N Korea summit talk, what is important is the outcome.
(1) To hold it in Singapore
(2) To hold it in other 3rd Countries
(3) To hold it in DMZ Peace House
If Singapore is the best place - as determined by US, N Korea, S Korea - that will bring the best outcome to be successful, then I think Singapore will not hesitate to held it here.

(5) S Korea Leader is the best person at the right place to chair, mediate, faciliate, counsel, arbitrate, etc in the US-N Korea Leader talk - as the S Korea Leader is coordinating, and working out the roadmap for the US-N Korea Leader summit.
(6) The stake to make it succeed is so high for S Korea, N Korea, US, and other stakeholders, albeit the region and the World ----- that everything must be planned meticulously, down to the right very small detail - to ensure it will be successful. And since S Korea has already done so for the S Korea and N Korea Leaders talk --- everything - including logistics, agenda, issues are all in place and intricately prepared down to the last detail ---
Surely, if S Korea, N Korea and US think Singapore is the right place - Singapore will not hesitate to host it.

"What Kim is unclear about is that he has concerns about whether his country can surely trust the United States over its promise to end hostile relations (with North Korea) and provide a security guarantee if they do denuclearization," Moon said.

There must be something that Trump must guarantee to end its hostile relations with N Korea if N Korea denuclearise - by giving "security assurance" that Trump will never break.

China just bulldozed its way to take over those islands against the sovereignty of other nations and against International Law and militarized them within a very very short time, lying and deceiving the world when it needed to. No time was wasted. This did not start slow, build trust, build confidence like what you mentioned. On the contrary, it build mistrust and tensions. It would be good if China go back to its mainland and remove all those military structures.
