"Washington no longer wants to cooperate with the rest of the world and we are at the stage where we have to replace the United States," Juncker said in a speech in Belgium earlier this week.
While the Iran deal fiasco has created tensions, "the damage may be the greatest" from the looming transatlantic trade war over Trump's decision to impose damaging tariffs on European steel and aluminium, former ambassador Gardner warned.


German Chancellor Angela Merkel said ways to save the deal without Washington needed to be discussed with Tehran, while France's Finance Minister Bruno Le Maire said EU states would propose sanctions-blocking measures to the European Commission.
"Do we accept extraterritorial sanctions? The answer is no," Le Maire told reporters.
"Do we accept that the United States is the economic gendarme of the planet? The answer is no.
"Do we accept the vassalization of Europe in commercial matters? The answer is no."

Trump has been breaking many "international deals".

If the rest of the World can withstand the economic pressure impose on the rest of the World to ensure a more peaceful, lawful world - than Trump led America will be less potent in bringing about a more disorder World.

In a sign of the depth of European displeasure, plans are already being drawn up in Brussels to introduce measures blocking US sanctions, an extremely rare move against an allied government.
"The European Union is determined to preserve it," she added.
