It is not possible to keep conducting training exercises in many different scenarios - eg. airport, mrt, shopping centre, hawker centre etc --- which will grossly disrupt the lives of Singaporeans.

Thus with simulators, various scenarios can be played many times for many commanders - to elicit responses from different commanders - and simulators can varied different events when the scenarios unfold.

This is not possible to be stage in real situations - eg. throwing bombs to bring down some infrastructure etc - but in simulators, this can be done.

Only when commanders practised many times in many scenarios - then real exercises on the ground can be staged - so that realistic experiences can be gained in the real ground exercises.

Also simulators will bring the best out of every commanders - because each commanders will respond differently or have different solutions to same incidents ---- and this will be captured in the simulator database --- for each commanders to learn from one another --- and overall the police and army forces can benefit from it.

Also to conduct a real exercise on the ground - probably can only conduct once or twice in one year - because alot of coordination and planning is required to cordon the place, control crowd, manage traffic, closed the places for the exercise.

Simulators - any commanders can run it many times in a day -- to hone in the skill and can even practice it and try out many responses - to see the outcome of each responses.

When the real exercise come or the real things come --- we can see that the execution become precise, well hone and drill can be carried out with military precision - to resolve any incidents very quicky, effectively and efficiently.
