By Nov we hope the RCEP would be signed off by the participating blocs that value free trade to dispel Mike Pence the opportunity to voice out US vision of a "free and open Indo-Pacific". That way, it will show truly the joint effort and determination of fostering a truly open trade platform in this part of the region, with the absence of USA.
Pence vision means "free" = free navigation of US naval vessels in SCS without being interference. "open" = Blocs must open their doors to allow its vessel to dock whenever and however it demanded for, yet be open to buy more US military hardware to safeguard themselves.

RCEP (Asia Pacific) is a US$23.8 trillion GDP market.
EU US$22 trillion GDP (PPP) or US$19.7 trillion GDP (Nominal).
US$19 trillion GDP market.

Asia Pacific - Total Wealth is $80 trillion.
EU - Total Wealth is $79 trillion.
US - Total Wealth is $93 trillion.

Asia Pacific Economies from the below is definitely a "crowd puller" :-

(2) Japan
(3) India
(4) ASEAN
(5) S Korea
(6) Australia
(7) The rest of Asia Pacific Countries
--- are all vibrant Economies, trading Countries that will rival US in trade, business and investment.

Thus the signing of RCEP by year end - will certainly boost Asia Pacific trade, business and investment - as well as business travel within Asia Pacific --- and neutralise Trump's trade war.
