Reducing the limit of PMDs on pedestrian path to 10kmph make sense because the PMD users can stop on time to prevent knocking into pedestrian.

Also if there is impact, it will have less serious injuries.

Also wonder did the advisory panel look at the charging of PMD's batteries at home - that lead to fire at home.
The safety of PMD batteries look urgent - as there are many videos of PMD batteries burst into fire during charging.
