All these measures under Progressive Wage Model (PWM) for the security sector, cleaner sector, social enterprise for hawkers etc ---- are meant to resolve the social divide --- by improving the income of these people.

I think the Government is on the right track - by taking the bull by the horn - to resolve the social divide and the income inequality gap.

This measure Progressive Wage Model (PWM) is better than the "minimum wage" - as it ties productivity to wage increment - unlike the "minimum wage" is a blunt tool that does not take "productivity" into account nor take into account difference circumstances in various industrial sectors (which has the unintended consequences of causing boss to fire many staff to cut wage cost).
