Based on the picture above, look like the condo is next to a large forested areas.
(1) There is a high chance that this guy may hide in the forest and escape.
(2) He is carrying a scissor as weapon.
(3) If he escape, there is a high chance he may commit another crime using weapon. And Singaporean women will be at risk.
This may explain why SOC with the regional police need to deploy in large number to comb the area to arrest him.
The 1st 24 hours is crucial - to nab this chap because he can't go far and he will still be in the vicinity.
If he is not capture within this period - Police will have more headache as more investigation legwork will need to be done - and he may even escape from Singapore to other Countries.
The good outcome is - now this chap is capture - and our women are safe - isn't SPF has done a good job?
Else if another victim fall into this chap hand or worst, this chap use the scissors to harm his victim --- what will be the response of Singaporeans?

When a Commander deploy their security forces :-
(1) they will need to study the area - to seal off the area - when conducting ops.
(2) If a big forested area is beside the vicinity - can we deploy normal police force to seal the area?
Ans :- cannot. The police force can seal the road, car park, the housing estate - but not the forested area.
You will need paramilitary - trained in forested area to do the job.
Thus SOC is a good force to activate to seal the forested area.
(3) So there should be no surprise why SOC is activated - because the deployment scenario required SOC to be deploy.
And it is a right size deployment :-
- Platoon size of 25 to secure the forested area.
- Platoon size of 25 to secure the road, housing estates and car park.
