Illegal e-Scooters - has caused many mishaps - at the expense of other innocent parties as well as to the riders.

It is the delivery companies responsibilities - to ensure that their delivery staff is using legal PMDs, eScooters and tools in carrying out their work.
Delivery companies should have a "Code of Conduct" - for all their staff in carrying out their work - and if infringe will be subjected to disciplinary actions.
Eg.
(1) Staff driving delivery van - should put on seat belt or not use handphone according to law
(2) Bike riders - should wear helmet according to law
(3) PMD riders - should use legal PMDs, eScooters according to law
Those who flout the law should be subjected to disciplinary action by the companies.
