Unless there is direct bombing in IS stronghold in Syria and Iraq where all the IS militants are, it is not possible to eradicate the threats of hostages being taken and Countries being held in ransom.

Syria troop is not targeting the IS seriously - because it is using IS to fight other moderate rebels so as to weaken the moderate rebels and maintain their strength. They will keep IS to the last - so as to counter the moderate rebels and the International coalition.

Unless bombing in the IS stronghold in Syria and Iraq start, otherwise, International forces will still be subjected to such continuous IS threat.

Iraqi and Kurds troops as well as Sunni tribal forces in Iraq.
Syria troops and moderate rebel troops in Syria.

Only if their military objectives to counter IS is clear - putting other troops will not achieve the result as there are many conflicting military objective whereby countering the IS is not their only objective.

Unless someone can organise and keep the objective of countering IS as the primary objective.

This is what is happening to Iraq and Syria now - and IS is having a field day exploiting this loopholes to form the caliphate and threatening the World.

Bombing the IS (is the next best approach) as it will make them - scramble for their lives and not let them consolidate their position in the stronghold.
