Thought that police works in pair or 3 - to cover one another. Police seldom work alone.

Also handcuff the hands should not be in front and should handcuff behind his back - so that he cannot attack with his hands.

While a police is driving, 2 should be behind to restrain a suspect.
Also if a suspect is handcuff with his hands in front, he can choke the police who is driving - causing the police car to crash ........
