It is good that President Widodo adopt a genuine resolute measures to attempt to curb and try to prevent the burning of plantation after causing big haze last year through uncontrolled burning.
Thus the karma of earthquake come in response to the burning that cause haze causing air pollution, the resolute measures to put things right prevent the karma of big damages and casualties.

There is always a cause and effects (karma) - to everything we say and do, even thoughts.
Some are known as "mundane" karma (cause and effects that can be measured by science and physics).
Some are "supramundane" karma (cause and effect that cannot be measured by science and physics) - mainly related to mental aggregates.
Thus the message is :-
"Do good. Refrain from unwholesome".

Some people may ask, how is earthquake related to burning of forest?
Mundane karma - when burn plantation - it will cause global warming - this is measurable by science and physics --- there is a direct correlation between burning and global warming.
Supramundane karma - this is where mundane karma did not adequately cover the cause and effect, supramundane karma take over.

Everything happening in the Earth, albeit in the Universe - is the resultant of karma.
Even the formation of Universe, the evolution of Universe - is the result of karma (anchor on 3 inherent evil roots of Ignorance of Universal Law, Greed, Hatred).
Just one stray thought (mental aggregates) - trigger the formation and evolution of Universe (result in the transformation & creation of mundane 5 mental aggregates and mundane 4 great elements) - and karma rules the Universe.

When sentinent beings dwell in the mundane Universe, our minds are infested with stray thoughts every second, moment to moment.
As the vast majority's mind has inherent 3 evil roots of Ignorance of the Universal Truth, Greed and Hatred - our stray thoughts will have many negative thoughts which may or may not translate into negative speeches or actions - which will in turn translated into negative karma.
Conversely, sentinent beings also have inherent goodness - such as intelligence, kindness and generosity - and hence generate good thoughts, speeches and actions - hence translated into positive karma.
Hence in mundane Universe, sentinent beings (which cannot be devoid of stray thoughts) - unless attained Enlightenment of Nirvana --- will have to "Do good, and refrain from bad" - to generate good karma.

Unlike mundane Universe, stray thoughts arising from sentinent beings mind - is a "norm", is its "nature" ---- and hence generate karma (whether good karma or bad karma - depending on good thoughts, good deeds or good speeches - or bad thoughts, bad deeds or bad speeches).
On the other side of supramundane Nirvana - stray thoughts does not arise ---- and this is a "norm", is its "nature" - and hence "no karma" - as cessation of karma is due to no arising of stray thoughts - whether positive or negative.
Mundane Universe is formed and evolved, lives in mundane Universe is born and evolved ----- because of the beginning of 1 stray thoughts that give rise to successive stray thoughts - and give rise to karma.
Hence every aspects of Universe - is every moment of stray thoughts - every moment of corresponding karma - some short karma, some intermediate karma, some long-term karma and karma can be individual or collective karma ---- that made up this Universe.

For example, it is the individual mind and collective minds - that cause us to build this World on Earth - as a result of thoughts, speeches and actions ---- and we build development on Earth - and hence - bring the resultant karma.
