Buddhism does not promote violence nor advocate killings.
This is the 1st Major Precept among all precepts.

No killings refer to animals not to mention Humans.

Precepts must be internalise - and not only taken as face value - so that it will last and become part of the nature of the Buddhists.

 Internalise refer to True Mindfulness - Living at the Present Moment on Kusala consciousness - and refrain from Unmindful act of Akusala consciousness - whereby the moment of consciousness of harming others arise - mindfulness of precepts to refrain from harming others should also arise.
