why not let the crane slowly lift and tilt the ferry back and drain out the
water - rather than letting the ferry submerged where survivors are very slim.
By erecting the ferry and draining away the water may have more chance of finding survivors - as now the whole ferry is submerged under water, the chances of survivors are much slimer.
