Thought
that open reservoir will be subjected to contamination for eg. flying birds
will shit on it as they fly past or feed on the reservoir or decide to use the
reservoir as their watery grave etc.
If water are treated for consumption, I thought it should be in enclosed area before piping into the home for consumption to prevent contamination.
Draining 38 million gallons of treated water is an awful waste of water and energy to treat them considering clean water is such a precious resource to Earth nowadays.
