Actually ghosts do exist in 2 realms :-
(1) Hungry Ghost realm
(2) Hell realm
Those who roam and cross the human realm are usually the Hungry Ghost realm.
Hell realm beings are usually lock up in custody.
A meditator who attained Jhana Samadhi can see and hear Hungry Ghost realm beings.

It is not that scary if one undertake the Vows to salvage all sentinent beings.
Because all 6 realms sentinent beings will experience the 4 Noble Truth (四圣谛）- 苦集灭道 ：-
(1) Life is unsatisfactory (is a sufferings) - no matter how rich, how powerful, or how poor - will experience this in life.
(2) Unsatisfactory or sufferings - is a result of craving, clinging, unable to let go.
(3) Sufferings will cease - by letting go of cravings.
(4) Letting go - to end sufferings - is achieved through living a moral life, achieving concentration and right mindfulness.
And ceasation of Universal Sufferings is through :- Self Salvation, Salvage Others - 自度，度人。

Ghosts exist in a different in a separate frequency and separate channels.
If one is able to focus its mind on its frequency and channels - one will be able to see and hear them.
That is why, the more people are scared to see or hear ghosts - quite likely, one is tuning its mind into the ghost frequency and channels to see ghosts.
With proliferation of videos, cctvs, selfies --- increasingly, people are able to take photos or video clips of the ghosts when the ghosts cross into human realms - when frequency and channel of human and hungry ghost cross.
If one is able to focus its mind on its frequency and channels - one will be able to see and hear them.
That is why, the more people are scared to see or hear ghosts - quite likely, one is tuning its mind into the ghost frequency and channels to see ghosts.

So even if 2 persons meet a ghost --- it is quite likely that :-
(1) 2 persons will not see or hear the ghost
(2) 1 person may see or hear the ghost, while the other person may not see or hear the ghost
(3) 2 persons will see or hear the ghost.
Why?
Because only is the humans' frequency and channel is in synch with the ghost frequency or channel - can the human see or hear the ghost.
If not, even if the humans meet the ghost - if both in different frequency and channel - the human will not see or hear the ghost ----- both in different dimensions.
