Job vacancies filled more quickly last year: Manpower Ministry

Employers filled job vacancies more quickly in 2017 compared to the year before, although vacancies in non-PMET (professionals, managers, executives and technicians) jobs were harder to fill, the Ministry of Manpower (MOM) said on Wednesday (Feb 7).

ITM (Industry Transformation Map) has taken effects and has become increasingly effective in tackling disruptive technologies that have driven many traditional businesses to obsolescence causing many job losses in both PMETs and non-PMETs jobs.

(1) Industry Transformation Map (ITM)
- Idea is posted in 2012 to tackle disruptive tech and is adopted by the Government feature in Budget 2016.
- Now this idea is used in 23 industries where 15 industries led by one Minister-of-State have undergone transformation and has start to reap positive outcome - as a good number of companies have start to reap growth and profit through the newly transformed business.

To raise productivity, everyone has a part to play :-
1. Business invest in capital tools and send workers for training
2. Workers upgrade skills to operate capital tools
3. Govt provide grants, provide good education, married govt R&D bodies with business etc
4. Government work with various industry to devise objective and tangible KPI to allow business, workers, union, gov, schools etc to shoot for the KPI.
5. Govt, business, bright individuals should scout overseas countries and industries that have make their industries productive and bring it back to Singapore and transform our business to be more productive.
6. Union encourage, provide relevant course for workers to upgrade
7. School train students in right course, right skills and married industry with courses.
8. Home, family members, social bodies have to support working members to provide a conducive environment for working members to be productive.
9. Look at whatever else things that can make the nation productive, to be productive.
10. Peg the wage increase vis-à-vis our regions, our competitors, our international competition to ensure that our wage increase are competitive and will not drive away business – causing massive job losses.

To elaborate further :-
(1) Ministry of Comm and iDA – should work with IT industries, foreign IT MNCs, local IT vendors etc to devise objective, tangible KPI productive figures in each technology areas and skillsets vis-à-vis global competition and regional competition – so that IT business and IT workers can target to meet the KPI productivity figures – and peg wage growth in % term and/or absolute term to the productivity figures and business profitability. Communicate this to the IT industries, business, IT workers, Union and schools. Make sure we are competitive with our global competitors and regional competitors.
(2) SLA should do the same with construction sector.
(3) Ministry of Finanace and MAS should work with the banking and financial sector. etc

That is, the concept above is how to transform Singapore Economy in 2016 - sector-by-sector (conceptualising the KPI for each sector) ---- and using targeted approach to transform each sector, each industry one by one.

Only then productivity in each sector, in each industry can be successfully transformed - supported by empirical, scientific measures.

Good that after 4 years --- the idea is taken up.

Ricky Lim well, it would be naiive to ever suggest that any entity would do anything purely altruistically, or that the govt is immune to doing wrong. There is sure to be something that the govt benefits from, as per all policies pushed down in the past. Nothing wrong in itself, but sometimes we need to see the whole picture, pros and cons together as surely there are drawbacks that must be addressed, as nothing is ever perfect. If you strongly believe that every policy the govt pushes is always right and therefore should never be questioned, please remember the stop at two policy.

And this idea i believe will help the Economy to tackle the disruptive technology - create new business and new jobs.
The Government find this idea useful and adopt it in Budget 2016.
Now many ASEAN countries such as Indonesia, Malaysia, Vietnam plus China, India -- are surging ahead with digital economy and cashless payment.
We will be left behind if we still don't catch up.

Disruptive tech has disrupted many traditional industries - causing firms to go out of businesses and many Singaporeans to lose their jobs. ITM (Industry Transformation Map) is the antidote to tackle disruptive tech, to restore businesses and jobs. Digital Economy is integral to ITM. And digital cash or cashless payment is essential to Digital Economy to function.
Have anyone see cash payment in eCommerce, eTransaction? Digital Economy will not work without cashless payment or ePayment.

Imagine if overseas buyers want to buy our goods and services through our online web, without digital ePayment how to pay? Pay with cash? Then how do our Digital Economy pick up if naive people insist on cash and coin - and don't try to adopt ePayment?

And some naive guys try to sabotage 搞破坏 --- are doing the Nation a disservice - hurting businesses, our jobs and the Economy.

When disruptive tech hit, businesses force to close down and people lose jobs - kpkb.
Now use ITM, Digitial Economy and Digital Payment to bring back businesses and jobs - again kpkb. Wonder if these naive people are trying to shoot themselves on their own feet.

Heng Swee Keat Identifies Next Phase After ITMs

Once the 23 transformation road maps have been rolled out for specific industries, the focus should then turn to looking at possible overlaps between sectors, said Finance Minister Heng Swee Keat.

He added that instead of looking as Industry Transformation Maps (ITMs) as just another set of vertical silos, it is important to consider "the convergence of sectors", as global and technological changes cause industry boundaries to blur. Mr Heng cited the overlap between finance and technology, resulting in the growing area of fintech.

The next phase of transformation will involve the Government considering clusters of industries to see what synergies can be realised, he added, pointing to retail and real estate as examples of a potential overlap.

Mr Heng, who was speaking at the launch of a six-part forum series by the EDB Society and Singapore Management University yesterday (31 Jan), also defended the ITMs, which had come under scrutiny last month for potentially not addressing companies' needs.

He gave concrete examples of how sectors have benefited from these road maps. In food manufacturing, firms have come together to share technological facilities such as high-pressure processing, which extends the shelf life of food products while preserving quality.

Much more remains to be done, Mr Heng noted, including in the area of helping companies go global. He cited the merger of government agencies Spring Singapore and International Enterprise Singapore to form the one-stop agency Enterprise Singapore.

But firms have to do their part, he noted, saying: "I caution all our economic agencies that it is not our job to run business. It is our job to be helpful.”

What is important is for businesses, the Government and others to work in partnership to achieve more, he pointed out.

Mr Heng called on trade associations and business chambers to step up and champion transformation, and research institutes to partner companies in their journey.

This is taking ITM to the next level.
Well done. Well done.
From vertical silo 竖度 now cutting across vertical horizontally 横度. Well done. Well done. A good value added significant policy breakthrough.

ITM is the real significant policy that has enormous transformation impact on every sectors of our Economy tackling disruptive technology.
It is comparable to the then DPM Lee Economic Review Committee in the early 2000s to tackle our serious Economic recession.

ITM 横渡 is a value-added policy - score 1 point.
