Prior efforts at rapprochement have not been entirely fruitless. In the 1990s, North Korea agreed to and began dismantling all its nuclear reactors. The United States promised in return to supply newer, more proliferation-resistant replacements.
The American-promised reactors never appeared, while the North Koreans established a clandestine enrichment programme which they had earlier agreed with South Korea not to do.

So it is US not fulfilling its side of its promise that has lead to this nuclear deadlocked.
