Only F35 are for sale to other Air Force.
Both F22 and F35 are 5th Generation fighters are not meant for dog-fight unlike Rafale which is a 4th or 4.5th Generation fighter.
Both F22 and F35 are stealth, super-cruiser and a synergistic platform with advanced network sensors that collect advanced information far from visual range and go for kill beyond radar and beyond visual.
Both stealth fighters will need an eco-system of hybrid mix of 5th and 4th Generation fighters. - ricky lF22 is meant to be a stealth, air-to-air superiority fighters - whereas F35 is meant to be a multi-role fighters that perform multi-functional roles.
Thus depending what role do you expect the fighter to play.
If for air-to-air combat, there is no need to send a 5th Generation fighters to do the job. A 4th Generation fighters suffice.
However to penetrate air-defense or to launch sneak attack to take out air-defense, a stealth multi-role 5th Generation fighters will do a good job.
