US will not sell their F22 other than US Air Force.
Only F35 are for sale to other Air Force.
Both F22 and F35 are 5th Generation fighters are not meant for dog-fight unlike Rafale which is a 4th or 4.5th Generation fighter.
Both F22 and F35 are stealth, super-cruiser and a synergistic platform with advanced network sensors that collect advanced information far from visual range and go for kill beyond radar and beyond visual.
Both stealth fighters will need an eco-system of hybrid mix of 5th and 4th Generation fighters.

F22 is meant to be a stealth, air-to-air superiority fighters - whereas F35 is meant to be a multi-role fighters that perform multi-functional roles.
Thus depending what role do you expect the fighter to play.
If for air-to-air combat, there is no need to send a 5th Generation fighters to do the job. A 4th Generation fighters suffice.
However to penetrate air-defense or to launch sneak attack to take out air-defense, a stealth multi-role 5th Generation fighters will do a good job.

And if airspace is a constraint, vertical take off launch like the F35B will be a better option than F22.
