This type of bullying in the barracks are considered very serious - as those are young conscripts who join the army from schools.

No wonder serious incidents such as shooting and suicide will happen in the barracks.

System such as whistle-blowing, regular counselling, avenue for reporting on bullying etc should be put in place in the barracks - so that problem of bullying can be immediately detected and prevent from escalating to such serious level that will result in untowards incident.
